The most useful sources I found to answer your question were US government statistics websites and industry analysts. The short version is that there are more than 1m commercial fleets in the US with an estimated total number of vehicles of at least 7.6m.

Below you will find a deep dive of my findings.

FINDINGS
After an extensive search I determined that what you are looking for exactly is unfortunately not available (number of establishments with fleets, by fleet size). That said, I was able to find a lot of information that will be useful to you.

TOTAL NUMBER OF FLEETS
The 2016 FactBook from automotive-fleet.com has some very relevant statistics for you, outlining the total number of fleets at various fleet sizes as well as the total number of vehicles in each category. I have compiled this information in this spreadsheet for easier reference. According to automotive-fleet.com, there were a total of 461,532 fleets in the US with 5+ vehicles, for a total of 6.55m vehicles. One side note, I am inclined to trust the data from automotive-fleet.com, as this is also the data being used as the source for statistics from the Department of Transport.

FLEETS WITH 1-5 VEHICLES
Unfortunately there was no easy way to determine how many businesses owned fleets of 1-5 vehicles; however, I have tried to provide you with a rough estimation. According to US Government firm-size data, there were 74,791 trucking establishments that had 5 or fewer employees. If we assume that each of these has at least 1 vehicle in their fleet, but not more than 5 (as limited by the number of employees), this gives us a rough minimum of the number of establishments with 1-5 vehicles in their fleet.

That said, this number is likely going to be considerably higher due to other companies that maintain fleets that may fall under other categories of businesses. For example, if we use the same methodology to apply to specialty trade contractors (plumbers, electricians, etc.), we can add an additional 320,596 establishments that have 1-5 vehicles in their fleet. "Services to Buildings and Dwellings" adds another 136,352 establishments. "Investigation and Security Services" adds 13,023.

Based on this rough estimation, this gives us 544,762 establishments with 1-5 vehicles in their fleet, although this actual number should be estimated to be much higher (but we cannot accurately break it down using my methodology due to categories that are likely to have a large number of non-fleet-owning establishments)

If there are specific industries that you would like to target, I encourage you to investigate Table 2 from this link in order to estimate the total number of establishments by total employees.

TOP500 FLEETS
One other piece of information that I came across through my search was a list of the 500-largest private fleet owners, which may be of interest to you based on your business. On this website, click on the "1-100, 101-200, 201-300" etc. just below the title and it will give you the largest fleet owners.

CONCLUSION
To wrap it up, although detailed statistics are not available in the granularity that you would like, I was able to find useful information for your reference. There are an estimated 7.64m vehicles in commercial fleets, split between a total of just over a million fleets.

I did come across two specialty analysts that looked like they could potentially sell you more detailed information if you were interested. These were IHS Markit and FleetSeek.
