METHODOLOGY
I began my search by looking for pre-compiled lists of Hispanic or Latino/a superintendents in California. I found a list of all public school districts, which lists Supervisor's names, but it did not provide information on ethnicity. So then, I visited the California Association of Latino Superintendents and Administrators (CALSA) website, hoping to find a membership lists. I did not find such a list; however, their Board of Directors page provided eight supervisor's names. I then visited the Association of Latino Superintendents and Administrators (ALAS) website, and their Board of Directors list provided one additional name. Continuing my search via xRay searches of the ALAS website, I found one additional name.
Once I found the available names, I cross referenced the spreadsheet of all public districts to find the county in which each identified district lies. Then, I consulted the Education Data Partnership website to locate enrollment figures for the 2014-15 and 2015-16 school years (as both school years are referenced in your request).
OVERVIEW
During my research, I found a reference confirming the 25,819 total school Administrators your colleague provided, and this source indicates that 22% of those administrators are Latino. That would be in the range of 5,680 names. Since your main question asks about superintendents, however, I focused my research in that area.
According to an article at EdSource, there were approximately 73 Latino/a superintendents (or 7.7% of all superintendents) in the California public school system as of January 2016. Latino students make up 51% of all California K-12 students, so the ratio appears to be out of balance.
