List of Europe-based venture capital funds that invest in the U.S. but do not have a permanent presence in the U.S. (whether office or local representative)

Based on pre-compiled lists of venture capital companies headquartered in Europe and additional research into the investments of each, we have determined that the following are European venture capital companies with no permanent presence in the US, but who nevertheless have invested in US-based startups: IDInvest, 83North, Balderton Capital, HV Holzbrinck, Scottish Equity Partners, 360 Capital, Mangrove Capital, Tengelmann Ventures, Action Capital Partners, and Industrifonden.
Below you will find a brief profile of each of the top ten companies that fit the criteria of the question.
IDINVEST
IDInvest Partners has invested in 130 startups over the last ten years, showing incredibly rapid expansion overseas. Some of its investments include Criteo, Talend, Curse, Viadeo, Cast, Scality and Synthesio, all of which are currently based in the United States. They currently maintain offices in Paris, Frankfurt, Madrid, Dubai and Shanghai, but not in the US, nor does their Linkedin profile show any employees permanently stationed in the US. They have an estimated revenue of $871.6 million.
83NORTH
83North Venture Capital maintains two offices, one in London and the other in Herzliya, Israel. It has invested in several US startups, including Actifio and Applicaster. Their Linkedin profile shows no permanent employees in the US. 83North has an estimated revenue of $12 million on Owler, but based on the number of companies they have invested in (42 are listed on their homepage), this estimate may be low or outdated.
BALDERTON CAPITAL
Balderton capital is another London-based venture capital firm with no permanent employees in the US. In their own words, "We have a track-record of backing breakthrough companies ranging from MySQL to Betfair, and The Hut Group to Yoox Net-a-Porter. We bring our deep experience and unrivalled professional and personal network to bear to support our companies from start to exit." They boast funds totaling $2.6 billion and their US investments include Workable and Cloud9.
HV HOLZBRINCK
HV Holzbrinck Ventures is based out of Munich and primarily funds startups in Europe, though it has made exceptions, as in the case of US-based Groupon. They have funded over 150 companies to date, primarily at the Seed and Early Stage levels, though they may continue to invest "over several rounds and stages of maturity." HV Holzbrinck has no permanent employees in the US listed on Linkedin.
SCOTTISH EQUITY PARTNERS
Scottish Equity Partners has offices in London, Glasgow, and Edinburgh, but very recently invested in Redwood Technologies in the US. They describe their model as backing "the best high growth technology businesses across the UK and beyond. We have one of the longest and strongest venture capital track records in Europe having invested in over 150 companies over the last 20 years." They have no permanent employees listed in the US.
360 CAPITAL
360 Capital Partners, now 20 years old, has offices in Paris and Milan, but has backed at least three US startups: Neurala, Charitystars, and New Flow Technology. Their portfolio includes e-commerce, ICT/Digital, Industrial Technologies, and Medical Device companies. Their Linkedin profile shows no team members based in the US.
MANGROVE CAPITAL
Mangrove Capital Partners is based in Luxembourg, but has backed Villigier, Letgo, Kang Health and Tailor Brands in the US. Additional details about their total funding and investments are available to investors only. Their Linkedin page shows no permanent employees in the US.
TENGELMANN VENTURES
Tengelmann Ventures, based in Berlin, claims to "mainly focus on early and later stage investment in consumer internet companies, internet marketplace and technology ventures" in the US and 99 other countries. However, their Linkedin page does not show any US-based team members. Their most famous US investment is Uber.
ACTION CAPITAL PARTNERS
Action Capital Partners is based in Munich, and does not have any team members in the US listed in Linkedin. Their homepage states, "Our focus lies on companies in the consumer Internet segment. Our key criteria: potential market leadership coupled with a functioning, scalable business model and strong entry barriers. Acton is active in Europe and North America." Their US investment include Eloquii and Etsy.
INDUSTRIFONDEN
In their own words, "Industrifonden is an independent evergreen venture capital fund" based in Stockholm and with a fund size of $600 million. They have no team members based in the US but have invested in at least one US app development company, Qapital.
CONCLUSION
Based on lists of top European venture capital companies and our own research, we have presented brief profiles for the top ten firms with investments in the US: IDInvest, 83North, Balderton Capital, HV Holzbrinck, Scottish Equity Partners, 360 Capital, Mangrove Capital, Tengelmann Ventures, Action Capital Partners, and Industrifonden.
