Strategic Plans in Science/Research Organizations

NASA is committed to strategically plan and manage the future of the US civil aeronautics and space program. The Agency has a Strategic Roadmap that contains the specific activities that must be accomplished to achieve the near, mid, and long-term goals for the three Missions over the next 25 years. The progress was measured through the outcomes and results on their customers and stakeholders, and they also looked at the changes on the way the Agency conducts business.

Strategic Planning and Strategic Management Within NASA

Overview of the actions taken:
  • NASA is committed to strategically plan and manage the future of the US civil aeronautics and space program so the Agency is establishing a Strategic Planning and Management process that will integrate its "planning, budgeting, execution, and assessment and evaluation activities."
  • Overall, it is predicted that the process will improve the Agency to manage various affairs and make effective decisions for the betterment of the Agency with the use of comprehensive set of strategic and performance plans.

How the plans were operationalized:
  • NASA has a Strategic Roadmap that contains the specific activities that must be accomplished to achieve the near, mid, and long-term goals for the three Missions over the next 25 years.
  • The Plan includes specific roadmaps for various "strategic enterprises."
  • These "strategic enterprises" offer specific goals to be achieved during this same timeframe.

Research Strategy

Initially, we started the search by looking into various research databases such as NCBI, IBS Case Development Centre (IBSCDC), Wiley Online Library, Public Library of Science, Semantic Scholar, among others. These resources contain millions or thousands of research papers that may include case studies of research/science organizations strategic planning. We were hoping to find several research papers and case studies related to strategic planning. However, those involving research or science organizations were not from the United States (Jordan, Ireland, among others) and those from the United States were outdated or published more than two years ago (2001, 1996, among others). Some strategic planning case studies were also not from a research or science organization. Instead, they were from information technology, non-profit, retail, and other industries. In addition to this, IBSCDC papers were under a paywall.

We then looked for case studies listed on the websites of strategic planning consultant companies such as Bain & Company, Gagnon Associates, BSM Consulting, OnStrategy, among others. We found several case studies of their clients that availed their strategic planning service. However, most of these clients were from manufacturing, retail, financial services, enterprise, small businesses, government, education, and non-profit. Some of these strategic planning consultant companies have a broader portfolio of product and services; therefore, their case studies contain mostly of other offerings.

We also looked into websites of the research organizations in the United States such as National Aeronautics and Space Administration (NASA), National Institutes of Health (NIH), Centers for Disease Control and Prevention (CDC), National Oceanic and Atmospheric Administration (NOAA), National Science Foundation (NSF), University of California, Berkeley, Stanford University, among others. We looked into their websites specifically on their blogs, press releases, and resources for any case study about their taken actions that ensure the goals and objectives from the strategic plans they laid out. We found case studies from NASA and the NIH; however, they were outdated (1996, 2013, 2015) and most of the search results were their annual strategy plans.

After the exhaustive search, we then concluded that there are some case studies regarding how research and science organizations have taken actions to ensure that the goals and objectives from the strategic plans they laid out were successfully being worked upon by the specific organizations. However, these case studies were outdated.
