Hello! Thanks for your question about the criteria for awarding the honorary rank of Naib Subedar to a retiring Havildar and the requirements for joining the police service after a career in the Indian army. The short version is that for the honorary award, there are 6 requirements which largely center on years of service and character. On transitioning to the police service, the standard criteria applies except for the age requirement. Below you will find a deep dive of my findings.

METHODOLOGY

For this research question I searched through industry reports, government reports and databases and trusted media sites. I looked for the most current information on criteria for the award of Hony Naib Subedar and the requirements for soldiers ranked Havildar or Naib Subedar to enter the Indian police service.

CRITERIA FOR AWARD OF HONY NAIB SUBEDAR

Only 10% of retiring Havildars are awarded an honorary rank according to the territorial army regulations (p.157). Based on the regulation, the criteria for the award of the honorary rank of Naib Subedar is as follows:

(a) The rank is granted to Havildar's irrespective of trade category, who have a minimum of 18 years meritorious service in Territorial Army upon retirement.
(b) The army officer should have served the last 2 years as a Havildar.
(c) The officer should not have more than 2 red ink entries in his conduct sheet and no red ink entries within the last 2 years of service.
(d) The army officer should not have been convicted by a court martial.
(e) The army officer should have exemplary character.
(f) The army officer should be a recipient of a TA medal.

CRITERIA FOR ENTERING POLICE SERVICE AFTER ARMY CAREER
I . THE EXAMINATION
The India Police Service (IPS) is one of the 3 All India Services of the Government of India. The government, through the Union Public Service Commission (UPSC), administers the Civil Service Examination for all applicants interested in working in the civil service including the IPS. Applicants who are interested in joining the IPS have to pass the examinations and then meet the unique requirements of joining the IPS.

The UPSC offers 2 examinations: a preliminary exam and a main exam. The preliminary exam is a multiple choice exam while the main exam includes both a written portion as well as an interview. The preliminary exam is only used as a screening mechanism to select candidates for the main exam. Only the results from the main exam and the interview count towards an applicant's final score.

There are restrictions on the number of attempts that can be made to pass the UPSC exam. The restrictions are as follows:
- General applicants - 6 attempts
- Applicants in Other Backward Classes (OBC) category - 9 attempts
- Applicants in Scheduled Caste (SC) / Scheduled Tribes (ST) category - unlimited number of attempts
- Physically handicapped applicants - 9 attempts for general applicants, 9 for OBC and unlimited for SC/ST.
Applicants who apply to the IPS and pass the main exam are considered against the requirements for joining the service.

II. IPS REQUIREMENTS
Broadly, there are 4 key requirements for joining the police service after passing the UPSC examination. The four relate to: age limit, education, nationality and physical requirements. Except for the age limit, all other requirements are standard and apply to all applicants irrespective of their background. The provision on the age limit is set to as to benefit ex-servicemen seeking re-employment. The regulations governing re-employment of ex-servicemen were amended in 2012 to expand the scope of definition of ex-servicemen to, in part, include gallantry award winners of the Armed forces including personnel of Territorial Army.

The section below highlights the key eligibility requirements for joining the police service.

1. Age Limit

Generally, the minimum age requirement is 21 years whereas the maximum is 32 years as of the 1st of August in the year of taking the examination. For applicants in the OBC category, the limit is 35 years of age while for SC/ST candidates is 37 years.

However, for ex-servicemen, the following age limits apply:
- The upper age limit shall be relaxed by the length of military service up to three years.
- For Group B, Group C and Group D government vacancies, the ex- serviceman shall be allowed to deduct the period of actual military service from his actual age and if the resultant age does not exceed the maximum age, they will have satisfied the age limit requirement.

2. Nationality and Educational qualifications:

- The applicant should possess a bachelor's degree or an equivalent qualification from any of the institutions recognized by the University Grant Council (UGC).
- The applicant must be a citizen of India.

3. Physical requirements

A minimum height of 165 cm (centimeters) is required for male applicants and 150 cm for female applicants. The criteria are relaxed for applicants in the ST category to 160 cm for men and 145 cm for women.

A minimum chest girth of 84 cm is required for male applicants and 79 cm for female applicants with a 5 cm expansion for both genders.

Eye sight must be 6/6 or 6/9 for distant vision in the best eye or 6/12 or 6/9 for the worst eye. Near vision requirements are J 1 for the good eye and J 2 for the worst eye.

CONCLUSION

To wrap it up, the number of years of service and character traits are the main determinants for receiving the honorary award of Naib Subedar for a retiring Havildar. On transitioning from the territorial authority to the India police service, only the age requirement is relaxed for ex-servicemen. All other requirements relating to education, nationality and physique remain unchanged.
