Are there any companies/start ups offering an SDK which allows to take a picture of a live overlay. Kind of like what SnapChat offers with their filters.

METHODOLOGY
I started with this pre-compiled list of AR companies that are selling their SDKs. There are other lists of AR SDKs available but they don't focus on the imaging and camera overlay features of their libraries. For comparison, I also looked at the competitors of the companies I have found in the list. After further research on those companies, I chose only the most popular SDKs used by developers while considering how appropriate they will be for your application.
Here are the 6 companies that offer software development kits that allow developers to take pictures of a live overlay:
Vuforia offers an augmented reality SDK for mobile devices to aid developers in creating their own AR apps. Their computer vision technology enables one’s camera to recognize and track images and 3d objects in real-time. They can recognize images, cylinders, text, boxes, and markers you may specify. Developers may also orient virtual objects such as 3d models or other images projected to the real world through a camera of any device. They offer free and paid development kits. ARToolKit is considered as the world's most widely used tracking library for augmented reality. It has all the tools needed to create innovative AR applications. AR/VR company DAQRI acquired ARToolworks in 2015 and rereleased the ARToolKit as a full open-source project with all features available for free on almost every platform.
Wikitude is another world leading mobile AR tech provider that offers its SDK, Cloud Recognition, and Studio products. They have a huge and active developer community of 100k developers creating more than 10k apps running on their SDK.
ARLab is a Spanish company that offers a whole range of SDKs to help developers and brands create Android and iOS AR applications. The products they have include ARbrowser, image matching, 3d engine, image tracking, object tracking, and virtual buttons. Their image tracking feature has built in functions to overlay 2D images, videos, and soon 3D images too.
CatchAR is a ready-to-use AR SDK that enables agencies, publishers, and retailers to leverage AR and Image Recognition in transforming how consumers interact with everyday objects. Their kit includes a tracking technology that is capable of aligning objects with what you see with your camera. They offer their SDKs and libraries for free but you can buy extensions and other extra features.
